The Texas Constitution, Article 16, Section 44 – “(a) Except as
otherwise provided by this section, the Legislature shall prescribe the duties
and provide for the election by the qualified voters of each county in this
State, of a County Treasurer…who shall have an office at the county seat, and
hold their office for four years, and until their successors are qualified; and
shall have such compensation as my be provided by law.” The Treasurer
is elected countywide for a four year term of office.
Vivian L. Wood is the Williamson County Treasurer. Ms. Wood
was first elected to office in 1994 and took office January 1, 1995. Ms. Wood is
a Certified County Treasurer (since 1995) and the Certified Investment Officer
for Williamson County (since 1996). She was appointed to the TexPool Advisory
Board by the Texas State Comptroller Carole Keeton Strayhorn in 2001. Ms. Wood
was selected to serve on the Texas Association of Counties Policy Analysis Group
in 2002. Ms. Wood has served in all offices of the County Treasurers Association
of Texas since 1996 and as president of the County Treasurers Association of
Texas, served on the Texas Association of Counties Board of Directors. Ms. Wood
was awarded the 2004 Texas Outstanding County Treasurer designation by the
members of the County Treasurers Association of Texas in September 2004.
The Treasurer serves as the county’s banker. The treasurer is
the chief custodian of all county finances. All funds belonging to the county
received by any county official must be turned over to the treasurer on a daily
basis. All monies of the county are kept in the county depository and the
treasurer acts as the chief liaison between the county and the bank. The
treasurer maintains records of all deposits and withdrawals, and reconciles all
bank statements established under her signature. The treasurer collects all
debts owed to the county not collected under the jurisdiction of another fee
officer of the county. The treasurer is responsible for signing all checks and
disbursing such checks as order by the Commissioner’s Court. The treasurer is
the custodian of bail bond collateral funds. The treasurer is also charged with
accounting for and disbursing all debt service funds for bonds and certificates
of obligation funds.
As the investment officer for the county, the treasurer
composes the county investment policy, investment strategies, and administrative
policy for the investment of county funds in accordance with the Texas Public
Funds Investment Act. She is the advisory to the county investment committee
composed of the county judge, county commissioner, county tax assessor/collector
and the county auditor. She reports to the court on the investment and
withdrawal of investments of county reserve funds.
The treasurer must achieve 20 hours of continuing education
annually to be a certified county treasurer. The designation as a certified
investment officer also required 20 hours of continuing education on an annual
basis.
Ms. Wood is a native Texan and has been a resident of
Williamson County since 1969. She and husband Leo have three sons and
daughters-in-law and two grandchildren.
