Research Analyst

Shelley has been with Williamson County for over 13 years, mostly with WC Communications before arriving in her current assignment with us in 2007.  She is a graduate of A&M University with a BS Education, holds certifications for Texas Telecommunications Operator, Hazmat & Terrorism Awareness for Dispatchers & 911 Operators, TDD training through CAPCO, Fire Dispatch Training, National Academy of Emergency Medical Dispatch Certified Advanced Emergency Medical Dispatcher, TCLEOSE Advanced Telecommunicator, National Academy of Emergency Fire Dispatch Certified Emergency Fire Dispatcher. Shelley “loves catching bad guys” and is a perfect fit for her job.

 

Office Specialist

Terry has been with Williamson County since 2000, starting with the Williamson County Health District as a clerk. Terry moved to join our office in 2002 as our Civil Clerk, and has moved up to warrants. She has been a valuable resource of information since she is originally from Taylor and has made many acquaintances through the years. Usually if Terry doesn’t know them, they haven’t lived in Taylor very long. Go Ducks!

 

 

Administrative Assistant
Lisa joined our office in 2007 and came to us from the Texas Attorney General’s Office. Lisa was a Travel Liaison attached to the Medicaid Fraud Division.  Lisa has a AA degree from Coastline Community College in California, with Paralegal certificate. Lisa also has communications experience from her time with Brazos County 911. She served our country proudly and is a veteran of the United States Navy.

 

 

 

 

 

Chief Deputy Constable

 

Chief Birchard has worked in public safety for over 23 years, 15 of those years have been with Williamson County law enforcement. Mark holds an Advanced Texas Peace Officer License, State of Texas Police Instructor, and Instructor in Firearms. He is a Graduate of the very first Constable Leadership Institute from Southwest Texas University now known as Texas State University. Mark has provided Instruction for Texas Justice of the Peace and Constable’s Association, and Taser Instruction as a Taser Certified Instructor, and is a graduate of the International Police Mountain Bike Association training in San Marcos Texas 2004. Mark achieved an intermediate Firefighter level with the State of Texas with Cedar Park Fire Department, and has made several hundred medical calls as an EMT and ECA in New York State, Michigan and Texas. Mark also has been certified as an Advanced Animal Control Officer, and Certified Animal Cruelty Investigator while he was supervisor with the City of Georgetown Animal Services. During that period Mark was a reserve Sergeant for Precinct Three Constable’s Office, and was on the scene of the Jarrell tornado minutes after it hit. Mark assisted Constable Griffin, and Constable Ruble in locating victims from the tornado. Mark returned a day later as Georgetown Animal Services to assist Williamson County Animal Control with the containment of stray animals from the storm. Several animals were reclaimed by displaced families during that time. Mark has also been certified by ALERT (retired U.S. Marshal’s deputies) who instructed proper methods of courtroom security procedures.

 

 Lieutenant Constable

Lt. Thomison joined our office in 2007, and holds an Advanced Texas Peace Officer License and Civil Process Proficiency Certification from the Texas Commission of Law Enforcement Officer and Standards and Education. Edward has been with Williamson County for over 16 years, and has worked in all aspects of law enforcement, from corrections to patrol, to criminal investigations, to civil process. Edward also responded to the Jarrell tornado as an investigator for the Williamson County Sheriffs department. Edward assisted for several days in the recovery and identification of the persons lost in that tragic event. Lt. Thomison also investigated crimes against persons and property crimes during his tenure as a sheriffs investigator. Lt. Thomison is supervisor over day and evening shifts at our office, and manages the daily operations for the delivery of process, is a writ specialist, and tracks the court schedule for the court deputy to ensure coverage. Edward has also been certified by ALERT (retired U.S. Marshal’s deputies) who instructed proper methods of courtroom security procedures.
