Constable Bobby Gutierrez

Is a Georgetown resident  with his wife Nancy since 1989.  He previously served all three (3) former Williamson County Precinct One Constable’s since 1986 until he took office in Precinct Three in 1998. He holds an Advanced Peace Office license and Civil Process Proficiency Certificate from the Texas Commission on Law Enforcement Standards and Education. He has over 30 years experience in Public Safety management, disaster management, incident management, rescue operations and tactical operations. He served the Texas Department of Public Safety SWAT team with high risk law enforcement missions all over the State of Texas, with some noteworthy missions that include in 1993 Mount Carmel standoff in Waco and 1997 Republic of Texas standoff in Fort Davis. He is a member of the Texas Justice of the Peace and Constable’s Association, Georgetown Chamber of Commerce, and the Williamson County Republican Party.

Our Mission is a commitment to provide efficient and lawful service to the courts of the State of Texas, and the public, in all areas of civil, criminal, and traffic law enforcement. The community needs shall be served in the highest professional and ethical manner to effect the protection and defense of people’s rights safety and welfare. The office shall promote and assist with community activities that positively develop, educate and support our youth, elderly, handicapped and prejudicially persecuted, community safety, health and welfare, and improve the quality of life in Williamson County.

The Precinct Three Constable's Office is committed to customer satisfaction. We strive for courteous, efficient and competent service of all civil process that exceeds our customer's expectations. When you think of "government work" in Williamson County, we want you to be confident that our work is prompt, efficient, cost effective and competent. At the Precinct 3 Constable’s Office, we strive to master civil law process service and court order executions.

 

 
  Our Purpose, Goals and Objectives

The statutory service of the court orders, process and courtroom needs of the Precinct Three Justice Court, in addition to process and court orders of all the other courts in Williamson County, the State of Texas, and the Federal Courts of the United States of America.

1. We shall serve the Precinct Three Justice Court and all courts of the State of Texas in accordance with the Constitution, Codes and Laws with prompt, proper and effective service of all process directed to the Office of Constable.

2. Maintain effective coordination between the Constable's Office and the agencies in the Criminal Justice System to ensure impartial and effective enforcement of both civil and criminal law.

3. Earn and maintain community feelings of respect, honor and trust for the Constable’s Office.

4. Interact with everyone with the highest courtesy and respect that they will allow.

5. Perform all job responsibilities effectively that is consistent with applicable legal provisions at minimal cost to the taxpayers of Williamson County.

6. Pursue activities that promote positive youth development, reduction in juvenile crime and reduction in juvenile delinquency.

7. Maintain personnel practices that promote quality performance, performance improvement, high morals and ethics, and dedicated service to the Constable’s Office.

8. Provide impartial assistance to the citizens of Williamson County, and other law enforcement agencies, that effect the protection and defense of people’s rights, safety and welfare when observed or requested.

9. Pursue activities involving law enforcement and public safety that will generate revenue for Williamson County, reduce taxpayer’s burden, and improve the quality of life in Williamson County.

10. We support our community public safety agencies and community non-profit events structured for family festivities. We assist our area Volunteer Fire Department fund raising events at no charge. The Constable's Office, at no charge to event organizers, will also support community non-profit events that DO NOT serve alcohol.

 
 
 

Civil Law Enforcement

The Constable's Office serves or executes all civil citations, precepts, subpoenas, summons, writs, and other orders issued by Justice Courts, County Courts, District Courts and other courts directed to Precinct 3.

The Precinct 3 Constable’s Office generally serves or executes process in Williamson County only. We may by law serve or execute process in a contiguous county under some circumstances.

We have a one-stop customer service feature for your convenience. After your court documents are filed at the Williamson County Justice Court, County Clerk or District Clerk offices, we will provide pick-up and promptly attempt service. Should we come across a bad address, we will search different and unique sources available to law enforcement, to locate the subject for lawful service. We will pursue all avenues for personal service first and foremost.

After service is completed we will notify you, and if you prefer, we can return the documents directly to the Justice Court, County Clerk or District Clerk for filing. We handle everything.

We work closely with the other three Williamson County Constables to provide fast and efficient civil process service anywhere in Williamson County and contiguous counties. Each Constable’s Office has trained and qualified staff for the consistent application of lawful service. Each Constable’s Office works their respective precincts closely for that added knowledge of community activities in their area. This familiarity is an added bonus for you should the legal remedy progress with additional process and orders. The Constables will already know the history, subjects and issues. This promotes cooperation, and officer safety on volatile issues.


 
Criminal Law Enforcement

Fugitive Division

The fugitive division is responsible for executing all criminal process directed to the Precinct 3 Constable’s office. Many of these warrants are for unpaid traffic tickets and other misdemeanor charges that were filed with the Precinct 3 Justice of the Peace or other Williamson County courts.

The Constable’s Office also actively pursues individuals wanted for Revocation of Probation, Bond Forfeiture/Revocation, Family Violence, Sex Crimes and other misdemeanor and felony offenses. Protecting the public by placing these individuals in the custody of the Criminal Justice System is of the highest priority for the Precinct 3 Constable and his deputies.

The Constable’s Office may execute criminal misdemeanor and felony arrest warrants anywhere in the State of Texas.

 
 

Environmental Law Enforcement

The Environmental Division is responsible for the enforcement of environmental laws within Williamson County. These offenses include ILLEGAL DUMPING, violations of OUTDOOR BURNING RULES, violations involving PUBLIC NUISANCES, and violations or accidents involving HAZARDOUS MATERIALS. The Environmental Division is an active member of the Capitol Area Council of Governments Regional Solid Waste Task Force. Precinct 3 Deputies may enforce environmental laws in any County or City that is a member of the task force when such assistance is requested.
