Below is a summary of County employee benefits. Plan
documents will govern the application and implementation of plan terms and
conditions.

Eligibility date for benefit plans and programs is 60 days from hire date. Insurance coverage is effective on the first day of the month following the employee's eligibility date. Payroll deductions for elected benefits begin the same date that coverage becomes effective. Part time employees hired to work less than 30 hours per week and temporary employees are not eligible for these benefits.

Any elected official’s employees, and
non-elected departments heads and employees, shall accrue
vacation hours as follows:
1. With the exception of EMS employees,
employees with less than five (5) years of employment will
accrue 3 hours 5 minutes vacation hours per pay period. After completing
five (5) years of employment, 4 hours 37 minutes vacation will be
accrued per pay period, and after ten (10) years employment,
6 hours 10 minutes vacation will be accrued per pay period. EMS
employees with less that ten (10) years of employment will
accrue 5 hours 32 minutes vacation per pay period. After
completing ten (10) years of employment, 6 hours 27 minutes will be
accrued per pay period.
2. Part-time>=20 hour employees may accrue
vacation equivalent to HALF the accrual for full-time
employees. For example, anyone working greater that 20
hours but less than 30 hours per week will accrue vacation
at 1.54 hours per pay period, no more and no less.
3. Part-time>=30 hour employees may accrue
vacation equivalent to THREE-FOURTHS accrual for full-time
employees. For example, anyone working greater that 30
hours but less than 40 hours per week will accrue vacation
at 2.31 hours per pay period, no more and no less.
4. Part-time employees who are regularly
scheduled for less than 20 hours per week (including
seasonal staff) shall not accrue any vacation hours.
5. Temporary employees shall not accrue
any vacation hours.
6. Vacation will be accrued on the payroll
system. Employees may carry-over their accrued vacation
balances as follows:
Employees with less than 5 years
of employment—80 hours
Employees with 5-10 years of
employment—120 hours
Employees with 10 or more years
of employment—160 hours
EMS employees with less than 10
years of employment—144 hours
EMS employees with 10 or more
years of employment—168 hours
If an employee reaches maximum accrual, no
further vacation will be accrued until the employee has
taken vacation hours.
7. Employees on shift work may take
vacation one shift at a time instead of consecutively, with
the approval of their department head.
8. No vacation may be “sold” or “bought.”
However, to encourage employees to give advance notice of
their separation, employees who leave county employment will
be paid for their accrued untaken vacation as of the date of
termination.

Sick Leave
Full-time employees accumulate sick leave which is available to be used when employee or family illnesses require absence from the job. Full-time employees accumulate 4 hours per full pay period of employment (13 days per year) to a maximum of 480 hours (60 days). No sick leave can be bought or sold.
Retirement Plan
Williamson County is a member of the Texas
County and
District Retirement System (TCDRS). Retirement deductions are withheld from employee paychecks at the rate of 7% (as of 1/1/97) of gross pay. These deductions are made prior to the calculation of the employee's tax liability (i.e., these are pretax deductions). The county provides matching funds according to actuarial projections. Members are vested and eligible for full service retirement benefits if they have accumulated at least 8 years of credited service and have attained the age of 60 OR their age plus accumulated years of credited service (4 years minimum if employed prior to 1/1/2000, 8 years minimum if employed on or after 1/1/2000) equals 75 OR they have 30 years of credited service regardless of their age.
Longevity Pay
After an employee completes 5, 10, 15, 20 and 25 years of service time, additional compensation is paid each month along with the employee's regular bi-weekly pay. $12.00 is awarded per each pay period for each 5 year increment of service time. (i.e., 5 years = $12.00 of Longevity Pay per pay period, 10 years = $24.00 of Longevity Pay per pay period, etc. to a maximum of 25 years = $60.00)
Flexible Benefits Plan
Allows employees to make various deductions
with pretax dollars. Medical/Dental/Vision premiums are paid on
a pretax basis. Cost for miscellaneous eligible
medical/dental/vision expenses and dependent care expenses can
be included in this benefit plan.
Group Insurance
Medical, Dental, and Vision coverage is
available through the Williamson County Benefits Plan. Eligible
employees are covered by group life and AD&D insurance at no
cost to the employee. Additional plans for employee-paid
supplemental life insurance, accidental death and dismemberment
insurance, and long term disability (LTD) are also available.

Dental (2 Plans Available)
Both Plans have $50 annual deductible (separate from annual medical deductible). Both
the Low Plan and the High Plan cover 100% of charges for up to two cleanings per year and 90% of charges for covered basic procedures. Only
the High Plan pays 65% of charges for bridges, dentures, caps and crowns and for orthodontic coverage as noted in the Orthodontia section.
The High Plan has $1,500 annual maximum benefit; the Low Plan has $750 annual maximum benefits; no lifetime maximum. Eligible employees can select dental insurance coverage without selecting medical coverage.
Orthodontia
(Available under Dental High Plan only)
Pays 50% of covered expenses for treatment of children under age 19. $2,000 lifetime maximum benefit. (i.e. for $4,000 of covered orthodontic expenses, the plan will pay $2,000
over estimated treatment period.)

Supplemental Life and AD&D Insurance
Coverage is available in $10,000 increments for
the employee and $5,000 increments for the spouse. Guaranteed
Issue of $100,000 for employee if elected within first 31 days
from full time date of hire. Additional coverage, up to the
greatest of 6 times annual salary or $300,000, available with
submission and approval of evidence of insurability. Guaranteed
Issue for a spouse is $25,000 if elected within first 31 days
from employee’s full time date of hire. Additional coverage for
Spouse, coverage up to 100% of employee's elected amount, is
available with submission and approval of evidence of
insurability. Coverage for children is also available. Premiums
are based on level of coverage selected and age.
Long Term Disability Insurance
Available to employee only. Benefits are equal to 60% of last monthly pay rate, less offsets, payable after 90 days of disability. Premiums are based on salary and age.
Wellness Program
Points/Dollars awarded for Wellness related activities with a maximum year-end payment of $300.00 per participating employee. Eligibility: must be eligible
health plans offered by Williamson County. As of November 1,
2006 employee spouses who are covered by our health plan have
the opportunity earn 300 Wellness Points. This benefit is now
treated as taxable earnings.
Employee Assistance Program (EAP)
Professional Assistance of Central Texas provides counseling services for Williamson County employees and their dependents. These services are available at no cost to the employee.
Deferred Compensation Plan
In addition to TCDRS pre-tax retirement deductions, employees may defer current income taxes on a portion of their earnings and allocate these deferrals to a variety of investment options. Mutual fund investment services are also available.
